What is permanent and total disability?

A person is considered to be permanently and totally disabled if he/she is unable to engage in any substantial gainful activity because of a physical or mental impairment, and if that impairment has lasted or will last more than 12 months or is expected to lead to death. A doctor must certify the disability in a letter that should be kept with taxpayer records.
